INA Legislative Update - April 18, 2023
Legislators have just ten days before their per diems run out and they will be making their trips to Des Moines on their own dime and with no staff. The 110-day session is slated to end on April 28, when their expense funds run out, but they could go longer. With the soil temperature warming, the farmers at the Capitol will start feeling the added pressure to get home while the weather is nice. A few notes as we start off this Week 15 of the Iowa Legislative Session:
- The House will not be debating until there is an agreement on budgets and property tax reform.

The Senate is debating today and tomorrow (April 17-18):

- Legalizing raw milk (SF 315/HF 338)
- Prescribing psychologist fixes (SF 133/HF 183)
- Optometrist injections (SF 194/HF347)
- Fentanyl enhanced penalties & expands access to antagonists (SF 508/HF595)
- Child labor (SF 542/HF 647)
- Dentist/Dental Hygienist Compact (HF 656)
- Baby Boxes in Fire Stations/Newborn Safe Haven Act (HF 474)
- The House has released its HHS budget (see button below).

- Included is a $10 million increase for Medicaid behavioral health rates.
- Not included is the additional $575,000 to expand the Centers of Excellence in rural hospitals.
- We’ve heard the Senate wants no increases at all.

- The Senate and House have two new competing property tax bills - HF 718 & SSB 1218. Both try to cap the growth of local property taxes, but they are not the same and there is currently no agreement.
